Commission open call for evidence on the future EU Startup and Scaleup Strategy

The European Commission has opened a call for evidence, inviting stakeholders to help shape the future EU Startup and Scaleup Strategy. This initiative aims to enhance the growth environment for innovative businesses within the Single Market by addressing key obstacles such as funding access, market integration, talent acquisition, and regulatory complexity. It will also facilitate access to cutting-edge infrastructure, expertise, and business services. As a core element of the Competitiveness Compass (2025), the strategy will introduce concrete measures, including the European Innovation Act and the ‘28th regime’, a unified legal framework for scaling companies.

The call for evidence is accessible via the ‘Have your Say’ portal in all official EU languages, with submissions open until 17 March.

Blue economy startups and scaleups are particularly invited to contribute to this call, for highlighting:

  • specific barriers and obstacles, including difficulties in accessing private capital, markets, and talent, as well as

  • regulatory and bureaucratic hurdles and market fragmentation in the EU.
