A Renewed Vision for Connectivity, Security, and Sustainability in the Black Sea
The European Union has presented a new strategy aimed at fostering stability, sustainable development, and geopolitical resilience in the Black Sea region. Launched amid intensifying global challenges and ongoing instability stemming from Russia's war of aggression against Ukraine, the new strategic approach reinforces the EU’s commitment to regional cooperation and peace.
This new policy framework elevates the Black Sea as a pivotal geopolitical bridge – linking Europe with the South Caucasus, Central Asia, and beyond – and outlines a long-term vision for shared prosperity and connectivity.
Three Strategic Pillars
The EU’s approach is built around three core pillars:
Security, Stability, and Resilience
A flagship Black Sea Maritime Security Initiative, including the creation of a Black Sea Maritime Security Hub, will boost maritime safety, demining cooperation, and the protection of critical infrastructure and ecosystems.
Sustainable Growth and Prosperity
The strategy proposes a dedicated Connectivity Agenda, aligning with the extended Trans-European Networks. This flagship initiative will support infrastructure development in transport, energy, and digital networks, helping transform the region into a vital corridor between Europe and Central Asia.
Environmental Protection and Climate Preparedness
Enhanced support for coastal communities and blue economy sectors will allow countries in the Black Sea to better respond to climate change impacts, war-related environmental damage, and to develop sustainable economic opportunities.
Towards a Secure and Prosperous Future
This strategic initiative seeks to unlock the region’s growth potential through investment under the Global Gateway Strategy and a strong Team Europe approach. The strategy addresses the wider challenges posed by ongoing conflicts, environmental degradation, and fragmented infrastructure, with the goal of strengthening regional resilience.
President Ursula von der Leyen emphasized the urgency of the EU’s leadership, stating: “An active role of the European Union is crucial in advancing security and peace in the Black Sea region. Together we can build a stronger and more prosperous future for all.”
Synergy with Ongoing EU Efforts
The new strategic approach builds on and complements existing EU frameworks such as:
- The Common Maritime Agenda for the Black Sea
- The Strategic Research and Innovation Agenda
- The Eastern Partnership Policy
- The EU Enlargement Process
It also connects with broader policy tools like the Global Gateway, the recently adopted European Ocean Pact, and the upcoming European Democracy Shield, creating a coordinated response to emerging global dynamics.
Next Steps
To operationalise the new strategy, the European Commission and the High Representative will propose the organisation of a dedicated ministerial meeting with Black Sea partners. This meeting would mark the beginning of intensified cooperation to advance shared priorities in security, connectivity, environmental stewardship, and democratic values.
The Common Maritime Agenda for the Black Sea is still an integral part of the EU’s renewed engagement and remains a cornerstone to supporting inclusive, sustainable, and forward-looking regional cooperation.
